Toshiyuki Oka was born on September 15, 1949 in Sendai. He grew up with parents and grandfather, who were very fond of flowers. Garden near the house was full of flowers year round, so the flowers were included in his life. In 1960, aged 10 years, Toshiyuki Oka became a disciple Oikawa Kohha in Sendai. While studying at Junior High School, he received a teaching certificate IV level. Upon receipt of High School Toshiyuki Oka attended seminars organized by the Association of Teachers Sogetsu conducted in SOGETSU Kaikan. Then he began his teaching career. After graduating from the University of Tohoku Gakuin Toshiyuki Oka received an invitation from Sofu Teshigahara undergo training in SOGETSU Atelier. That's when he decided to make flower arrangements of his profession.
Huge influence on his work has lemoto Kasumi. He watched her work with glass objects, and later created his own composition with the balls. This composition has become the embodiment of new forms of expression, based on a combination of different textures - wood, metal, and related spheres.
