Toshiyuki Oka was born on September 15, 1949 in Sendai. He grew up with parents and grandfather, who were very fond of flowers. While studying at Junior High School, he received a teaching certificate IV level. Upon receipt of High School Toshiyuki Oka attended seminars organized by the Association of Teachers Sogetsu conducted in SOGETSU Kaikan. Then he began his teaching career. After graduating from the University of Tohoku Gakuin Toshiyuki Oka received an invitation from Sofu Teshigahara undergo training in SOGETSU Atelier. That's when he decided to make flower arrangements of his profession.
